<br />To recognize the special nature of such issues <br />yet incorporate them as part of the <br />Comprehensive Plan, a re-definition of the <br />Plan is proposed. The Comprehensive Plan <br />would consist of several documents or plans, <br />each dealing with a specific element of <br />physical development and each adopted by <br />resolution as part of the Comprehensive Plan. <br />Proposed elements would include land use (the <br />current Land Use Plan), recreation, <br />transportation, housing, open space, economic <br />development, services and facilities, and <br />additional elements as needed. <br />While the proposed amendments to Articles <br />2.2.12, 2.2.13, and 22 seek to re-define the <br />nature and intent of the Comprehensive Plan, <br />the proposed amendment to Article 2.2.x.4 would <br />incorporate the Procedures for Amendin the <br />Land Use Plan (adapted November 1, 19$2) into <br />the Zoning Ordinance. The procedures have <br />been altered only to address the Comprehensive <br />Plan rather than the Land Use Plan. <br />The Planning Staff recommends approval of the <br />proposed amendments. <br />Commissioner Hartwell, regarding 2.2.13, asked <br />haw adopting by resolution differed from the <br />way the Land Use Plan is adapted at the <br />present time. Bell responded that <br />historically the Land Use Plan has been <br />referred to as the Comprehensive Plan although <br />it primarily dealt with land use and land <br />use policies. Going into the Comprehensive <br />Plan concept, we are going to have plans that <br />address each of the elements previously <br />mentioned. Bell continued that his <br />understanding for having a resolution on each <br />of these is so that there can be an adopted <br />comprehensive plan but also add to it from <br />time to time and the adding to is done in the <br />farm of a resolution when a new element is <br />completed or amended. <br />Chair Marshall indicated she would like <br />for the County Manager and County Attorney <br />to go over these changes for streamlining <br />to make sure that they are all compatible. <br />The County Manager stated that he would <br />review those changes with Staff and Mr. <br />~..'..~ <br />:; <br />~: <br />~I <br />
