988-89. <br />VOTE: UNANIMOUS. <br />4. PETITION FOR ADDITION OF STREETS IN WILDWOOD SUBDIVISION SECTIONS <br />ONE AND TWO TO THE STATE-MAINTAINED SECONDARY ROAD SYSTEM <br />Motion was made by commissioner Hartwell, seconded by Commissioner <br />willhoit to approve the petition from NCDOT for the addition of Judah <br />Benjamin Court, Wade Hampton Road, Braxton Bragg Court, Joseph Johnston <br />Court, John Breckinridge Drive, Charlie Tew Court, George Anderson Drive, <br />and Walter Clark Drive in Wildwood Subdivision, Sections One and Two, to <br />the state-maintained secondary road system. <br />VOTE: UNANIMOUS. <br />5. DARK HILLS - PRELIMINARY <br />Planning Director Marvin Collins presented a Preliminary Plan for <br />Dark Hills Subdivision. This plan was previously considered by the Board <br />and, because of additional information, was referred back to the Planning <br />Board. The property is located in Cedar Grove Township on Carr Stare <br />Road. Thirteen (13) lots are proposed out of 136.25 acres. The Planning <br />Board and the Administration recommends approval with two conditions. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Hartwell to approve the preliminary plan with two conditions: <br />(1) That the proposed 60-foot access road be relocated as placed <br />between lots 2 and 3; and <br />(2) That common, driveways be provided for lots 1-12. <br />VOTE: UNANIMOUS. <br />6. PINE FOREST II - PRELIMINARY <br />The property is located on Pleasant Green Road in Eno Township. A <br />private Class C road is proposed to serve two proposed lots. The property <br />is designated Agricultural Residential in the Orange County Land Use Plan <br />and zoned the same on the Zoning Atlas. The Planning Board and the <br />Administration recommends approval with one condition. <br />Motion was made by Commissioner Carey, seconded by Chair Marshall <br />to approve the preliminary plan for Pine Forest YI with the condition that <br />lat #1 receive access from the private road. <br />VOTE: UNANIMOUS. <br />7. CHESTNUT OAKS - PRELIMINARY PLAN <br />The property is located near the Bingham/Chapel Hill Township line <br />on the west side of Jo Mac Road. Thirty-one (31) lots are proposed out of <br />68.18 acres. The remaining 31.42 acres along the intermittent streams and <br />on the northeastern portion of the site will be preserved as open space <br />owned and maintained by a homeowners association. The property is zoned <br />Rural Suffer and Protected Watershed II. The Joint Planning Area Land Use <br />Plan designation is Rural Residential.. The Planning Board recommends <br />approval with five (5) conditions. The Administration added a sixth <br />condition dealing with nitrification fields. <br />The payment-in-lieu requirement was discussed and it was decided <br />that in.accordance with the ordinance a payment-in-lieu would be accepted <br />and that a grant would be included in the budget next year which would <br />return a like amount to the Habitat for Humanity. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner <br />Carey to approve the Preliminary Plan for Chestnut Oaks with five <br />conditions: <br />(1) Indicate phase numbers for all open space areas. <br />(2) The area for Lot 21 should be 50,000 sq.ft. and not 500,000 <br />~,, <br />sq. ft. <br />(3) Submit restrictive covenants and Homeowners Association docu- <br />ments for review and approval by the County Attorney. <br />
