A motion was made by Commissioner Jacobs, seconded by Commissioner Halkiotis to <br />approve the preliminary plan for Highridge Subdivision, including the pedestrian easement along the <br />backs of lots 19, 20, 21, and 22, in accordance with the resolution that is incorporated herein by <br />reference. <br />VOTE: UNANIMOUS <br />c. Legal Advertisement for November 27, 2000 Public Hearing <br />The Board considered authorizing a legal advertisement for the next regularly scheduled <br />quarterly public hearing on November 27, 2000. <br />Craig Benedict summarized the items on the agenda for the quarterly public hearing <br />scheduled for November 27th. The first item is the American Stone Company and Orange Water and <br />Sewer Authority planned development industrial classification. The second item is the Educational <br />Facilities Impact Fee Ordinance. The third item is the consideration of the Schools Adequate Public <br />Facilities Ordinance. The fourth item has to do with economic development districts that have been <br />under review by both Orange County and Hillsborough since January 2000. The task force has <br />been working to discuss the areas that are in moratorium. The focus will be on the intersection of <br />new NC 86 and I-85. The fifth item is the preserved planned development mixed use rezoning and <br />class A special use permit. This is a project north of Hillsborough that is approximately 470 acres. <br />The sixth item has to do with commercial and industrial subdivisions within the County. Presently, <br />there is no minimum lot size except what can be supported by a septic tank. <br />Commissioner Gordon asked when the County Commissioners would receive the detailed <br />agenda information for items that will be considered on November 27, 2000. Craig Benedict said <br />that the County Commissioners would receive the information by November 13th. At the <br />Commissioners' meeting on November 21St, if there are some serious reservations about any of the <br />items, the public could still be notified accordingly. <br />Commissioner Gordon asked that verbiage be added to state the purpose for each item. <br />She made several changes, which were noted by the Planning Director for incorporation into the <br />public hearing notice. <br />Commissioner Gordon feels that the agenda is too long and asked that some of the items <br />be eliminated. <br />Commissioner Brown asked if the American Stone Company/OWASA issue had to be on <br />this agenda because it was not time sensitive. <br />Commissioner Jacobs would rather eliminate the fifth item about the 470 acres because it <br />is private development. The stone quarry is a public purpose. <br />Commissioner Halkiotis would like to eliminate the fifth item about the 470 acres because <br />there is not sufficient information. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Jacobs to <br />approve items 1, 2, 3, and 6 as listed below for the Quarterly Public Hearing on November 27, 2000, <br />with the changes made above by Commissioner Gordon. <br />• American Stone and Orange Water and Sewer Authority Planned Development Light <br />Industrial (PD-I-1) Rezoning and Class A Special Use Permit for Extraction of Earth <br />products (Quarry/Reservoir) <br />• Educational Facilities Impact Fee Ordinance <br />• Consideration of School Adequate Public Facilities Ordinance <br />• Commercial/Industrial Subdivision Amendment <br />VOTE: UNANIMOUS <br />10.
