VOTE: UNANIMOUS <br />Library Task Force <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to <br />appoint Elvira Mebane for the term ending to be determined. <br />VOTE: UNANIMOUS <br />Human Relations Commission -Removal <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Brown to <br />remove Karen Archia from the Human Relations Commission because of excessive unexcused <br />absences in accordance with Section 7 of the Resolution regarding "Orange County Appointment <br />and Orientation Process for Boards and Commissioners," which is incorporated herein by reference. <br />VOTE: UNANIMOUS <br />b. Highridge Subdivision Preliminary Plan <br />The Board considered a preliminary plan for the Highridge subdivision. <br />Planning Director Craig Benedict introduced Planning Supervisor Robert Davis who made <br />this presentation. This subdivision is located in Cheeks Township on West Lebanon Road, between <br />Mill Creek Road and Frazier Road. It is a 33.53-acre tract with 23 lots. There is one residual lot, <br />which is designated as phase two. The property is zoned rural residential (R-1) in the Back Creek <br />Protected Watershed. This subdivision was approved by the Planning Board prior to the ordinance <br />change where the staff now makes the recommendation for which concept plan the developer will <br />follow. The developer has chosen to follow the conventional plan rather than the flexible <br />development plan. Another subdivision has just been filed for concept plan approval to the south of <br />this one, and there will be a connector road between the two subdivisions. The average lot size is <br />1.15 acres, which is 25% larger than the minimum lot size of .92 that is allowed in this district. There <br />was some question at the Planning Board level about private recreation dedication. At the Planning <br />Board meeting, the developer offered a dedication of approximately four acres for private recreation <br />purposes. The staff has recommended that apayment-in-lieu of parkland dedication be made to <br />Orange County in the amount of $10,465 ($455 x 23 lots). Regarding the fiscal impact, there would <br />be a positive effect on revenues for the County. <br />Commissioner Jacobs made reference to page eleven and the list of the different septic <br />systems that will be used with this subdivision. He mentioned that the Board of Health would like to <br />meet with the County Commissioners to explain these different systems. <br />Commissioner Halkiotis said that he would like some information about how the ultra- <br />shallow trench systems hold up. <br />Commissioner Brown would like to have the meeting with the Board of Health before the <br />Commissioners' goal-setting retreat or invite someone from the Board of Health to the retreat. <br />Commissioner Jacobs asked about the 100-foot cable easement and what could be <br />placed on an easement. Robert Davis said that the use of the easement would be between the <br />developer and AT&T. <br />Commissioner Jacobs asked why the open space was not listed in the agenda abstract <br />on the front page. He said that there seemed to be some strong feelings about the open space at <br />the Planning Board meeting. Robert Davis explained that the four acres would more than cover the <br />required amount for private recreation. The public recreation requirement would be addressed in the <br />payment-in-lieu. <br />Commissioner Jacobs asked that there be a path along the backs of lots 19, 20, 21, and <br />22 for pedestrian access to the private recreation area. <br />Commissioner Halkiotis asked for a GIS map of all underground utility easements in this <br />County. <br />Craig Benedict said that the new telecommunications act has prompted a lot more <br />providers to put in underground cable. <br />
