APPROVED MAY 1.2001 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />November 1, 2000 <br />The Orange County Board of Commissioners met in regular session on Wednesday, <br />November 1, 2000 at 7:30 p.m. in the F. Gordon Battle Courtroom in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Commissioners <br />Margaret W. Brown, Alice M. Gordon, Stephen H. Halkiotis and Barry Jacobs <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Manager <br />Rod Visser and Clerk to the Board Beverly A. Blythe (All other staff members will be identified <br />appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDINGS OF THE MEETING WILL <br />BE KEPT FOR 5 YEARS. <br />1. ADDITIONS OR CHANGES TO THE AGENDA <br />Item 8-e was removed from the agenda to be addressed at a subsequent meeting. <br />PUBLIC CHARGE <br />Chair Carey read the public charge. <br />2. CITIZEN & AUDIENCE COMMENTS <br />a. Matters not on the Printed Agenda <br />Chair Carey introduced Mr. Dee Freeman who became the new Executive Director of <br />Triangle J. Council of Governments on August 1, 2000. <br />Dee Freeman spoke and said that the Triangle J Council of Governments was trying to <br />find regional solutions to the challenges that were before them. They just completed their planning <br />retreat and are in the process of putting the information in the form of work plans. He invited the <br />Commissioners to call him if there were any concerns or needs that deal with regional issues. <br />Commissioner Jacobs asked Dee Freeman about Moore County joining the Triangle J <br />COG. Mr. Freeman said that this was a real possibility. <br />b. Matters on the Printed Agenda (These matters were considered as the Board <br />addressed the items on the agenda below.) <br />3. BOARD COMMENTS <br />Commissioner Jacobs said that in driving by the Buckhorn Road exit, he noticed the cars lined <br />up to get into the Jockey lot. He asked if the County was receiving any sales tax monies from that <br />establishment. John Link will report back on this request. <br />Commissioner Jacobs made reference to a memo about the discrimination policy related to the <br />Triangle United Way and the letter sent to Triangle United Way regarding NC WARN and its <br />treatment. He asked if Ms. Johnson from Orange County United Way would be attending the next <br />Commissioners' meeting. John Link will follow up on this. <br />Commissioner Jacobs made reference to the last item on the agenda, the Transportation <br />Improvement Program, and suggested that this be discussed at the Board of County Commissioners' <br />retreat in December. He feels that the issues are significant and need to be discussed. <br />
