2 11/24/97 Public Hearing MinuteE <br />1 However, when the proposed design does not most all of the criteria specified in the Design Manual, a Special Use <br />2 Permit must be obtained. The proposed design meets all of the requirements except the requirement for a 100 foot <br />3 buffer around the perimeter of the building and the requirement that parking areas be located to the near of the <br />4 building. The applicants are requesting a waiver of these two requirements. One of the reasons for this request is <br />S that the septic field is being required to be located at the comer. Also, if the building is located at the comer, the <br />t3 applicant indicates that an unsafe traffic movement would be created through the drive4hrough to exit on Old Chapel <br />7 Hill- Hillsborough Road. The traffic going out would cross the traffic coming in. Finally, pedestrians would have to <br />8 cross the drive - through traffic to enter the credit union if panting is located behind the building. <br />9 <br />0 QUESTIONS AND/OR COMMENTS FROM THE BOARD OF COMMISSIONERS <br />1 Commissioner Gordon requested information regarding the cost of running the sewer line to the proposed <br />2 facility as compared to the cost of installing a septic system. <br />3 <br />4 Eddie I(irk indicated that he would provide Information on the cost of running the sewer to the facility. He will <br />5 also MWft on whether the nearby apartments have city sewer. Finally, he will present information about whether <br />6 Hillsborough intends to nun additional sewer lines in this area. <br />7 <br />8 Commissioner Halkictis asked what the Town of Hillsborough is doing to facilitate the extension of sewer <br />9 service to this area. He asked if there is a plan. <br />0 <br />1 Eddie luk indicated that he would work with Hillsborough and present a report to the Board of <br />3 Commissioners regarding their long range a. <br />ge plan for extending sewer to this are <br />4 QUESTIONS AND/OR COMMENTS FROM THE PLANNING BOARD MEMBERS <br />5 Karen Barrows asked which parking area do not meet the Economic Development District requirements. <br />6 <br />7 Eddie lurk indicated that none of the parking would meet the requirements of the Design Manual. <br />8 <br />9 QUESTIONS AND/OR COMMENTS FROM CITIZENS <br />0 Barry Jacobs. a nearby resident. felt that this was a good project; however, he has concerns about using this <br />1 particular site. He felt that this could very well have an adverse effed on the contiguous property. He mentioned <br />2 that HUlsbomugh already has a problem with uncontrolled access to major highways. He also left that a right turn <br />3 lane should be required A this project is approved. <br />4 <br />5 A motion was made by Commissioner Carey, seconded by Commissioner Halklotis to refer this Item to <br />6 the Planning Board for a recommendation to be returned to the Board of Commissioners no sooner than January 20, <br />7 1998. <br />8 VOTE UNANIMOUS <br />9 Planning Board member Karen Barrows Chaired the remaining items. <br />0 2. Chang at 1607 NC <br />4 86 North (Tax Map No. 4.3..18). fronting on the east side between Coleman Loop Road North (SR 1334) and <br />5 Coleman Loop road South (SR 1332). Existing zoning is AR Agri cultural-Residentlal.
