..r. <br />EXECUTIVE SITMMARY <br />This Working Paper is the second step in evaluating disposal options available to the Orange <br />County Regional Landfill Owners' Group (LOG). It describes the methodology for completing <br />the evaluation, a description of disposal options evaluated, a discussion of the each option based <br />on the evaluation criteria, and scoring results of each option. <br />The first step in the process was a document describing potential evaluation criteria and options <br />for consideration. The LOG, with input from the Citizen's Solid Waste Advisory Committee <br />(CSWAC), agreed on weighted criteria and options to be used in the evaluation defined as: <br />Evaluation Criteria <br />Environmental Protection <br />Consistency with Goals <br />Economic Fusibility <br />SociaUPolitical Impact <br />Comprehensiveness <br />Integration <br />Practicality <br />Options Evaluated <br />20 points <br />20 points <br />15 points <br />15 points <br />10 points <br />10 points <br />1 t <br />TOTAL = 100 points <br />The following options are considered during the period beginning in 2003 and with a disposal <br />rate escalated from current disposal quantities. <br />A new in-county public facility; and, <br />Six out-of-county private facilities (Facilities A through F) which include a <br />transfer station. <br />Summary of Evaluation <br />Evaluation results for each criterion are summarized below. Sections 2' through 10 provide <br />detailed discussion of the evaluation of the criteria for each option. <br />Protection of Environment and Public Health <br />The ability of the option to protect the environment and public health was measured based data <br />collected on environmental permitting; design, monitoring and compliance; public input; and <br />worker health and safety.
