Since a C&D <br />landfill need not be lined, where could C&D be buried - near the <br />current landfill , and/or elsewhere in the County? Could a C&D sit e <br />and solid waste convenience center be co-located? Should there be <br />a new southern C&D"site and a new northern C&D site? <br />There is presently about 2 years of capacity remaining at the <br />Eubanks Road landfill C&D disposal area. No provisions have been <br />made.for C&D management beyond this period. C&D waste reduction is' <br />necessary in order to meet the adopted 61'~ waste reduction goal.. <br />Future DisQOSal OnOnt,~ ions <br />On January 22, 1997, the Landfill Owners Group discussed five <br />options for managing C&D wastes (Attachment). These options range <br />from doing nothing (no build) to building a semi-automated C&D <br />recycling facility. A public forum was held on the options on <br />January 22,~with 12 citizens speaking. The Owners Group took no <br />action on the options or the staff reconanendation of pursuing a C&D <br />recycling facility. <br />No process for siting a C«D was established, except for the <br />reference in t~:e January 2Z, "options r=port". In that report. we <br />discussed the notion of acquiring a.bcut IS acres of• property <br />adjacent to the existing C«D disposal area and continuing•disposal <br />operations throughout the life of the ~sisting landfill (2005). <br />This option was the lowest cost cction (about $120,000 at <br />57,500/acre plus at least two.new groundwater monitoring wells) and <br />could be quickly permitted and constructed (less than or_e year). <br />Existing reserve funds (Reserve far Ac~sisition and Corst~:cticn - <br />June 30, 1997 balance ,is $837,550) cou'_d be utilized to fund this <br />option. <br />Other Possible Sites <br />C&D disposal facilities are considerably easier to site, permit, <br />ar_d operate than sanitary disposal facilities. due primarily to the <br />nature of the castes managed.
