1 <br />~~ <br />~~ .. <br />We recommend the following be part of that resolution: <br />That the solid waste plan requirement contain measures for managing construction and <br />.demolition wastes, consideration of collection of waste and recyclables, ensuring compliance <br />with all solid waste regulations, consideration of use of materials with recycled content and <br />provision of storage space in new facilities for recycled materials generated from operations. <br />Broaden planning requirement from those now existing in the Town of Chapel Hill to <br />include single-family residential units since they represent the majority of new <br />construction. <br />Broaden planning requirements to include renovations and remodeling that require only a <br />building permit but not necessarily any zoning changes. <br />Limit planning requirement to projects over SS0,000 to allow small renovations that will not <br />generate much waste to be excluded <br />Key to the success of a regulatory program would be a solid wastemanagement plan enforcement <br />position to work with all four governments to administer their solid waste plans since current. <br />building inspection, planning and solid waste staff are working az capacity. This position would <br />provide technical assistance as well as plan review. and enforcement. "_ <br />2. Economic Incentives for Delivery of Source-Separated Materials to the Orange Regional <br />Landfill <br />We have differential fees now for clean wood waste and could add other differential fees or change <br />the wood waste fee to provide additional incentives. As part of our budget presentation for fiscal <br />year 1997-98, we will recommend differential fees for source-separated recyclables, primarily clean <br />wood wastes and metals. We plan to recommend that the Owners Group recommend to the <br />member governments that they authorize the Chapel Hill Town Manager to establish landfill fees <br />for these source-separated materials as markets are available and landfill staffing is adequate to <br />ensure that the quality of materials delivered to the landfill is suitable for market. <br />Incentive fees for materials other than clean wood and metal would be considered as markets and <br />handling capabilities at the landfill become available. <br />3. Development of a Construction and Demolition Waste Processing Facility <br />There are two potential approaches to such a facility. One is to design, build, own and operate a <br />facility az the landfill. We recommend that the Owners Group authorize hiring a solid waste <br />consulting engineering firm to review our design concepts and develop additional conceptual <br />designs and budget quality cost estimates thaz would enable us to determine land and financial <br />requirements for such a facility. This should be done in the next sixty days for budget estimating. <br />The alternative approach would be to issue a formal Request for Proposals. We recommend that the <br />Owners Group consider issuance of such a Request for Proposals in the spring of 1997,. subject to <br />certain limitations. Materials accepted at the facility would be limited to materials generated in <br />Orange County and residues would to be landfilled at the Orange Regional Landfill. alternative <br />
