Finance the recycling programs by a method other than tipping fees and use the funds now <br />dedicated to recycling to finance a construction waste recycling facility. Alternative sources of <br />funds would have to be provided for recycling programs and a report on those alternatives will <br />be presented to the Owners Group az a future meeting. <br />4. Debt financing is a possible option. <br />5. Some combination of the above. A recommendation will be presented as part of the budget <br />process. _ <br />Suinaiary of Discussion <br />The Owners Group could adopt any of a range of options for managing construction and demolition <br />wastes from a "no build" option through a $1.5 million dollar semi-automated waste managemenC <br />facility. Selection of a facility will depend on goals for construction waste reduction, availability of <br />capital and land to carry out any project. All the options except "no-build" require az least five <br />acres of land. We believe that the most efficient facility would be built by acquiring land adjoining <br />the existing landfill. <br />We suggest that the Owners Group reconsider the options presented and decide which they would <br />like to pursue further. ff the Owners Group continues to prefer an option that will meet or exceed <br />the 259'o waste reduction goal they established in July, then we present the recommendation shown <br />below. <br />Recommendations <br />If the Owners Group were to adopt a strategy to maximize waste reduction, our first <br />recommendation would be that the member governments formally adopt the 25°1o waste reduction <br />goal adopted by the Owners Group in July 1996. Following that we recommend implementation of <br />the four-part strategy recommended below. The strategy could be complex and could. be <br />undertaken in a series of steps. We have outlined steps for each of the four strategies: regulation, <br />economic incentives; land acquisition and facility construction. We have included a timetable. <br />1. Regulation of construction and demolition waste: <br />Continue to work with elected officials and staff of each local government to gain a commitment to <br />implementation of a solid waste management plan requirement for each permitted construction <br />project over $50,000 in value. We propose that the Owners Group members request that each <br />government consider adopting a resolution to show a commitment to developing this planning <br />process. . <br />
