We would compaze the information from this estimate with the <br />information gained from a request for proposals we recommend be issued in the <br />spring of 1997 to determine a level of interest from the private sector. Regardless of <br />whether a construction and demolition waste reduction project is publicly or <br />privately operated, revenues now received from construction waste tipping fees <br />would need to be used to finance the facility and thus may not be available for <br />funding other programs. Before proceeding with any facility we would compare our <br />costs with those from a private vendor. <br />• ' Acquisition of a minimum of 25 acres of additional land adjoining the existing north <br />side of the landfill to manage construction and demolition wastes, stockpile <br />materials for marketing or processing, and landfill what .cannot be reused or <br />recycled. We expect-the north side of Eubanks Road construction and demolition <br />waste disposal area will be full in early 1999. We _ cannot develop a construction <br />_ and demolition waste management facility on the existing site without additional ` <br />P~PertY <br />In .addition to those measures previously considered, this memorandum contains additional detail <br />on the "no-build", landfill only and transfer station options for construction and demolition wastes. <br />The key recommendation is to proceed with development of a detailed integrated management plan <br />for construction and demolition waste over the next four months and include it as part of the fiscal <br />1997-98 budget request Due to the complexity and cost of this recommendation, we would expect <br />that discussions would continue at the January Owners Group meeting. Alternative financing <br />methods will also be presented at that meeting. <br />Background <br />Construction and Demolition Revenues and Costs <br />During fiscal year 1995-96, 31,200 tons of construction and demolition waste were delivered to the <br />Orange Re;ional Landfill. This represents about 3596 of the total waste buried excluding coal ash <br />from LTNC's powetplant. Generally, this component of the waste stream has grown at the same rate <br />as all other wastes. ~ However there was an overall decline in waste brought to the landfill during <br />fiscal year 1995-96 <br />Fees received in FY 1995-96 for disposal of construction and demolition waste debris totaled <br />approximately $1,003,001 oc 2996 of total tip fee revenues. For fiscal year 1995-96, we had <br />projected construction and demolition tonnage of 33,500 tons estimated to generate 51,038,500 in <br />revenue. However we received 7% less, since construction activity declined somewhat and there <br />may have been some waste reduction in response to the increased tipping fees, higher prices of <br />building materials, and solid waste planning requirements in the Town of Chapel Hill. <br />., <br />
