~~ <br />A RESOLUTION ADOPTING A BENCHMARK FOR MEASURING PROGRESS TOWARDS A <br />TWENTY-FIVE PERCENT CONSTRUCTION AND DEMOLITION WASTE REDUCTION <br />•. GOAL <br />WHEREAS, the Landfill Owners Group has not previously addressed <br />waste reduction in the construction and demolition waste sector, <br />and <br />WHEREAS, construction and demolition materials are a growing <br />percentage of Orange County's waste stream, and <br />WHEREAS, there is a need to establish a benchmark date and <br />reduction goal for measuring progress towards a construction and <br />demolition waste reduction goal, and <br />WHEREAS, construction and demolition waste reduction is a function <br />of overall growth in Orange County, and <br />WHEREAS, based on construction anddemolition waste stream <br />composition, we believe that up to 25$ of the construction and <br />demolition waste stream, without inert materials, may be readily <br />recyclable or reusable, and <br />WIiEREAS, at the current rate of construction and demolition waste <br />generation, available area to landfill construction and demolition <br />waste in the unlined portion of the current landfill site is <br />projected to be full by 1999. <br />NOW THEREFORE BE IT RESOLVED: <br />That the Landfill Owners Group adopts a fiscal year 1994-95 as the <br />base year for measuring progress towards a 25$ per capita waste <br />reduction goal in construction and demolition materials landfilled <br />by the year 1999. <br />This is the filth day of July, 1996. <br />
