The five percent reusables <br />is based on studies from reuse facilities elsewhere in the country. <br />TY~ose two figures total 22$, we therefore believe 25$ is an <br />aggressive yet realistic goal. <br />The previous waste characterizations showed that 43$ of <br />construction and demolition waste is "inert" including rock, brick, <br />soil, concrete and asphalt. We plan further waste characterization <br />work during the next several months to verify waste composition. <br />We will also review in-house use of purchased rock and cover dirt <br />at the landfill to determine if recycled inert construction <br />material could be substituted. If the inert material is deemed <br />usable on-site or otherwise marketable, then we would recommend <br />that the Owners Group consider revising the goal to 50$ reduction <br />in what is landfilled. <br />Recommendation <br />We recommend that the Owners Group adopt the attached resolution <br />endorsing a benchmark year of 1994-95 and waste reduction goal of~ <br />25$ of construction and demolition waste per capita, excluding <br />inert materials. <br />
