Not only will this create a classroom <br />environment more conducive to learning, it will also provide significant energy savings over the <br />life of the facility. Lighting costs alone are estimated to be cut in half by the manner in which <br />daylighting is being designed into the building. <br />Bids for the renovation work were received on November 20, 1997. The apparent lowest bidder <br />is O.C. Mitchell, Jr., Inc. with a single prime bid of $824,222. (The lowest of the combined <br />multi -prime bids is $827,896.) State law requires that bids be solicited on the basis of a single <br />prime contract (one contractor is responsible for all work) and multiple prime contracts (one <br />contractor each is responsible for general, plumbing, mechanical and electrical work). The <br />award is then based, generally, on the lowest cost to the County. <br />The bids for the project exceed the highest construction estimate by approximately $44,000. <br />Should the Board choose to do so, the Purchasing Director could be directed to negotiate with <br />the apparent low bidder to determine value engineering oppportunities. As a pre- requisite to <br />this action, the Board should declare O.C. Mitchell, Jr., Inc. the apparent low bidder for the <br />work. <br />The County has a range of options, outlined in previous staff correspondence to the Board, for <br />funding the SDC renovations. The Manager recommends that the Board select the private <br />placement approach, which requires approval by the North Carolina Local Government <br />Commission (LGC). This approach would provide project financing at an attractive rate, and <br />enhance the County's flexibility to undertake needed renovation /maintenance projects for other <br />County facilities through the 1998 -99 CIP with other available capital funds <br />RECOMMENDATION(S): The Manager recommends that the Board: (1) direct the Clerk to <br />record in the minutes the proposals submitted to the County for this renovation project; (2) <br />declare the O.C. Mitchell, Jr., Inc. single -prime bid of $824,222 the low bid and O.C. Mitchell, <br />Jr., Inc. the lowest responsible bidder, taking into consideration quality, performance and the <br />time specified in the proposals for the performance of the renovation project to be done at 503 <br />West Franklin Street, Chapel Hill; (3) authorize the Director of Purchasing and Central Services <br />to negotiate with O.C. Mitchell, Jr., Inc. in an attempt to bring the bid within the targeted <br />($780,000) project amount; and (4) select the private placement funding approach and direct <br />the Manager and staff to undertake the necessary procedural steps to secure approval from the <br />LGC. <br />
