Approximately 40 people representing a full spectrum of interests in the <br />building participated. Examples of participants included proposed tenant agencies, Building <br />and Fire Officials from the Town of Chapel Hill, Skills Development Center Advisory Committee <br />members, County Commissioners and County staff. <br />The design was more fully developed and brought to the bid stage by Dixon/Weinstein <br />Architects, assisted by the Board appointed SDC Construction Task Force. The Task Force <br />included citizens with expertise in design, construction and construction management. County <br />Commissioner Margaret Brown and County staff Albert Kittrell and Pam Jones also worked <br />closely with the design team. <br />As a result of the general direction defined during the charrette, the design reflects a non - <br />institutional approach that incorporates energy efficiency into the design fabric. For example, <br />the smaller scale lobby area will feed into the resource center, which features a soaring ceiling <br />with exposed ductwork and other workings of the building which are normally hidden above <br />ceilings. Materials used throughout the building will further support the non - traditional, non - <br />institutional feel desired for this building. <br />The manner in which daylighting is used in the facility is unique to County facilities. Bricked <br />over windows along the western face of the building will be opened and roof monitors will allow <br />
