1 7/98 Planning Board Minutes <br />21 <br />b. Zoning Atlas Amendment <br />(1) Z -7 -97 Charlie and Amber L. Chang <br />This item is to consider a request to rezone a 3 -acre property from AR <br />Agricultural- Residential to I -1 Light Industrial in Hillsborough Township. <br />The proposed rezoning entails a parcel owned by Charlie and Amber L. <br />Chang at 1607 NC 86 North (Tax Map 4.3..18), fronting on the east side <br />between Coleman Loop Road North (SR 1334) and Coleman Loop Road <br />South (SR 1332). <br />The Changs have requested that their three -acre parcel be rezoned to I- I in <br />accordance with the Land Use Element of the Comprehensive Plan for <br />Orange County. <br />Zoning was adopted for Hillsborough Township on September 2, 1981. <br />The intent of the I -I Light Industrial Zoning District is to provide <br />appropriate sites for limited industrial uses engaged in manufacturing, <br />processing, creating and assembling of goods, merchandise, and <br />equipment. Performance standards will be used to insure the absence <br />of adverse impacts beyond the immediate space occupied by buildings. <br />The criteria usually applied for I -1 zoning include the following <br />conditions: <br />1. The lot to be rezoned must lie within an area designated in the Land <br />Use Element of the adopted Comprehensive Plan as a Rural <br />Industrial Activity Node or Industrial Transition Node. <br />2. The size of the lot must be appropriate to the method of water <br />supply. <br />3. There must be direct vehicular access to an arterial or collector <br />street designated by the Transportation Element of the <br />Comprehensive Plan. <br />Existing land uses surrounding the proposed zoning are: <br />To the North - Wooded in young pines, McBroom Use Car Sales, <br />residential <br />To the West - Wooded in mixed hardwoods, Major Business Forms, <br />Inc., grassland <br />To the South - Residential and Deerfield Farm <br />To the East - Pasture and wooded <br />Findings of the Planning Staff review of the rezoning proposal: <br />1. The proposal for rezoning to I -1 supports the intent of the Comprehensive <br />Plan. The property is located in the Rural Industrial Activity Node centered <br />on the intersection of NC 86 North and Coleman Loop Road (South), as <br />delineated in the Land Use Element. The Node has a radius of one -half <br />mile (2,640 feet) centering on the intersection. The rezoning would be <br />compatible with the stipulations set forth in the Element. <br />It <br />
