review and comment period was placed in the Chapel Hill Herald and the News of <br />Orange newspapers. A focus group of task force members was convened to ensure the <br />validity of the needs identified and the strategies developed to move participants to self - <br />sufficiency through employment. In an additional effort to ensure community awareness <br />and input into the Plan, the Social Services Board held a public hearing on the Plan <br />January 13, 1998. <br />Legislation approved by the General Assembly specifies that the Board of <br />Commissioners review and approve the County Plan prior to submission to the <br />Department of Health and Human Services, following a public review and comment <br />period. <br />Recommendations: <br />The Manager recommends that the Orange County Work First Plan be approved. <br />
