18 Reducing the Work First Caseload During fiscal year 1998 -99, Orange County will reduce its caseload by 15 %. Putting Adults to Work Orange County will put 168 Work First adults to work between July 1, 1998 and June 30, 1999. Staying Off Welfare After Going to Work Once Work First participants are employed, they will remain employed and off welfare for at least the following 12 months. Meeting the "All Parent" Participation Rate During fiscal year 1998 -99, 35% of all Work First parents will be involved in activities that count toward the participation rate. Meeting the "Two Parent" Participation Rate During fiscal year 1998 -99, 90% of Work First families with two parents will be involved in activities that count toward the participation rate. Avoiding Welfare Through Diversion Assistance During fiscal year 1998 -99, at least 6 people will avoid welfare through diversion assistance. Increasing Child Support Orders and Collections for Work First During fiscal year 1998 -99, child support orders and collections will increase by 10 %. Ensuring That a Safety Plan Exists for Every_Child Receiving Child Protection Services or Foster Care Services During fiscal year 1998 -99, 100% of Work First children who are receiving CPS services will have a safety plan. B. County Developed Outcomes To achieve the goals described above, the 1997 Task Force developed nine specific outcomes for Orange County. These outcome expectations meet the criteria that were adopted as part of the 1996 report; i.e., the outcome goals are measurable, support our vision, focus on people, provide a basis for setting priorities, address prevention as well as intervention and reflect reality.
