4. provide a basis for setting priorities,
5. address prevention as well as intervention,
6. reflect reality; e.g., outcomes shall not cost more than we have:
7. have the support of all stakeholders, consider recipient responsibility, and be kept
current.
Finally, the task force identified certain basic factors that are essential for the well -being of
every individual and for the community as a whole. These essential elements of well -being
appear in the table below.
Essential Elements of Well -Being - 1996 Task Force Recommendations
..............._.......................... ............................... . ...............................
Basic Survival Basic Growth and Development :Basic Economic Self- Sufficiency
-------------------------- --------------------
• Food
• Shelter
• Clothing
• Health Care
• Safety (safe families
and communities)
• Education
• Work (income)
• Training
• Transportation
• Dependent Care
• Child Care
To help people gain a visual perspective on the relationship between essential elements of well-
being, available resources, and people, we used a Rubik's Cube type of model. As this model
depicts, everyone needs these essential elements of well -being and everyone has multiple
resources through which to access them, including personal, community and government.
We believe that most people, most of the time, use their personal resources to provide their
essential needs. When that isn't sufficient, people turn first to their community, then to
government. While the role of government is relatively small, it is very important for the well-
being of the total community.
15
14
