Addendum #5 <br />Participant, Services, and Outcomes Description <br />A. Target Participants <br />Individuals to be served under this Contract will be considered hard-to-serve clients who <br />have two or more of the following barriers to becoming economically self-sufficient: <br />• history of substance abuse or recently tested positive for drug use when screened for <br />employment; <br />• little or no history or sporadic work history; <br />• literacy below fifth grade level; <br />• mental illness or mental health problems (not disabled); <br />• lack of motivation andJor lack ofself-esteem; <br />• two-parent family; <br />• history of domestic violence; <br />• long-term recipient of cash assistance with 9-12 months left on time clock; <br />• geographically isolated; <br />• migrant or seasonal farm worker. <br />B. Provider Services to Participants <br />Work First participants referred by the Department to the Provider will receive the <br />following services: <br />• course enrollment; <br />• a nvnimum of 30 hours/week of training; <br />• job placement of at least 30 hours/week; <br />• follow-up to ensure job retention. <br />C. Performance Outcomes <br />These goals are targets only, and aze not intended to be mandatory threshold limits. <br />However, monitoring of these outcome goals will be done by the Department. The <br />monitoring results will be used as a basis for evaluation of this contract and for <br />negotiation of any future contracts. <br />1. 70% of Orange County Work First participants who complete the CET <br />program will be placed in employment of at least 30 hours/week. <br />2. 70% of the Orange County Work First participants who aze placed in <br />employment will be placed in a job utilizing the skills acquired in their specific <br />CET course of study. <br />
