Yes <br />ATTACHMENT(S): INFORMATION CONTACT: <br />None PAM JONES, ext. 2650 <br />Telephone Number- <br />Hillsborough 732-8181 <br />Chapel Hill 967-9251 <br />Mebane 227-2031 <br />Durham 688-7331 <br />PURPOSE: To approve a change order for mitigation of unsuitable soils associated <br />with the left turn lane into the Southem Human Services Center; and to appropriate <br />additional funds to cover the associated cost. <br />BACKGROUND: In September, 1997 the Board approved a change order and <br />appropriated funds to construct the left turn lane at the Southern Human Services <br />Center. Compaction tests performed as part of the construction work indicate that the <br />soil is not suitable to maintain a stable base for the road. <br />The project contractor and architect have met with Town and D.O.T. representatives <br />and developed a mitigation plan. The plan requires that the soil be undercut and <br />removed, geo-tech fabric laid to stabilize the soil, then built up to the appropriate grade <br />with a layer of stone then soil. The cost quoted by the contractor is approximately <br />$12, 000. <br />Funds are not available in the project account to support this additional expense. It is <br />requested that an appropriation not to exceed $12,000 be made from the County Capital <br />Fund Balance to pay for this change order. <br />Sales tax amounts will be credited back to this project account upon its conclusion. <br />After all project costs are considered, including the cost of upfitting the common areas of <br />the building, any project fund balance would then be transferred back to County Capital <br />Fund Balance. Based on estimated upfit costs, the amount to be returned to the fund <br />balance is at least $2,000. <br />
