4 <br />NOTICE OF PUBLIC HEARING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />A public hearing will be held in the Superior Courtroom of the New Orange County Courthouse, <br />106 E. Margaret Lane, Hillsborough, North Carolina, on Monday, February 23, 1998, at 7:30 p.m. <br />for the purpose of giving all interested citizens an opportunity to speak for or against the following <br />items: <br />LIVING WAGE ORDINANCE <br />The Board of County Commissioners has received, and on December 1, 1997, considered A <br />Report Examining a Living Wage Ordinance for Orange County, North Carolina. The Board <br />directed the preparation of a Living Wage Ordinance for its consideration following a public <br />hearing during which it will receive public comment on the coverage and other content of the <br />proposed ordinance. <br />Generally the proposed ordinance will require those contracting with Orange County to pay their <br />employees a living wage when the purpose of the contract is to provide services to Orange <br />County or its citizens that Orange County could provide with its own employees. The proposed <br />ordinance will also cover construction contracts, to the extent permitted by the public bidding <br />laws. It will also propose that businesses receiving the benefits of loans from the Orange County <br />loan pool, economic development grants, and other financial aid pay their employees a living <br />wage. <br />The ordinance will initially establish the Orange County living wage at $8.00 per hour and may <br />provide for periodic (annual) changes to incorporate cost of living increases. <br />A copy of the proposed ordinance is available for inspection at the office of the Clerk to the <br />Board of County Commissioners. The address of the Clerk's office is 200 South Cameron Street, <br />Hillsborough, North Carolina. <br />ORANGE COUNTY ZONING ATLAS AMENDMENT <br />1. PD -2 -98 State Employees Credit Union <br />Request for approval of a Planned Development - Economic Development (PD -ED) zoning <br />designation and a Class A Special Use Permit to construct a 4800 square-foot credit union <br />facility with drive - through window on 2.07 acres. The property is located at the southwest <br />corner of Old NC 86 and Oakdale Drive (4.44.B.22,23) in the Economic Development <br />District. Development projects in the Economic Development District (EDD) which do not <br />meet all standards specified in the EDD Design Manual may be approved by the Board of <br />Commissioners as a Planned Development with a Class A Special Use Permit. The <br />applicant is requesting Special Use Permit approval because the proposed development <br />project does not meet all of the standards specified in the EDD Design Manual, including <br />
