(a) The County shall establish and <br />enforce reasonable rules and regulations governing the operation and use of the Solid Waste <br />System, operate the Solid Waste System in an efficient and economical manner, and maintain the <br />properties constituting the Solid Waste System in good repair and in sound operating condition <br />for so long as the same are necessary for the operation of the Solid Waste System. <br />(b) As part of its Fespeasibili responsibility to operate the Solid Waste System, <br />the County shall provide System Management Facilities suitable for the disposition of Solid <br />Waste by the County, the Towns and the persons and <br />organizations within their jurisdictions.
