<br />DATE: 02/0.6/98 <br />MEMO TO: John Link, County Manager <br />FROM: Wilbert McAdoo, Public Works` Director <br />RE: Citizen Inquiry Regarding Tipping Fee Gost Estimates for the <br />Development and Operation of a Materials Recovery Facility (MRF1 <br />Background , <br />An inquiry from Mr. Roger Barr was received regarding the estimated tipping fee of $30 <br />per ton (net of material revenue) for recyclable materials delivered to the proposed <br />MRF. <br />lnformatian <br />A memo of November 13, 1997 from Gayle Wilson to John Link (presented in "Report to <br />the Orange County Board of Commissioners Work Session°, November 20, 1997) <br />presented cost data related to the development and operation of a transfer station and <br />MRF. This report indicated that: <br />A literature review of existing MRF operations and survey of MRF tipping <br />fees conducted by the Solid Waste Department staff last year came up <br />with an average net tipping fee of approximately $30 per ton to cover <br />. operating costs and debt service for a facility large enough to process the <br />projected 100 tons per day expected to be recycled by publicly operated <br />programs in Orange County by 2006. The range of tipping fees in the <br />survey varied from $12 per ton to $90 per .ton. The privately, operated <br />materials recovery facility in Mecklenburg County charges $36 per ton to <br />process commingled recyclables. <br />The planning level cost analysis for considering construction of a <br />materials recovery facility uses $30 per ton net processing cost. <br />Memo: Citizen Inquiries 1 yg~gg <br />
