Proposed Community Benefits - Status Report <br />#2 Provide Financial Assistance to Low - Income Residents for Water and Sewer <br />Connections <br />©es�ption p <br />The Working Group recommends that Orange County, Chapel Hill and Carrboro <br />provide assistance to low- income residents in the areas where water and sewer <br />service are to be extended in paying the costs of connecting to water and sewer. <br />This assistance can take the form of Community Development Block Grants, <br />other grants, or local funds where allowed by state law. <br />"Assistance to low- income residents" is defined as paying for at least 75% of the <br />cost of water and sewer hookups to households whose income is less than 80% <br />of the median income in Orange County for a family of four; and providing at <br />least 50% of the cost of hookups for households whose income is between 80% <br />and 100% of the median income in Orange County for a family of four. Very low - <br />income residents in these areas should receive 100% of the costs of hookups. <br />In recognition of the special burden placed on persons living closest to the <br />landfill, households within the area bounded by the Landfill, the Greene tract, <br />Eubanks Road, and the University Railway will be eligible for long -term (up to 50 <br />years), low- interest loans from the landfill fund to pay the costs of hooking up to <br />water service. <br />Information regarding this item is directly related to decisions which may be <br />made concerning item #1 above. <br />3 2/6/98 <br />
