14iock,-,,,e+ 3A <br />Proposed Community Benefits - Status Report <br />#1 Extension of Sewer and Water Mains in Landfill Area <br />The working group recommends that water and sewer mains be extended to <br />provide service in the area along the entire length of Rogers Road; Millhouse <br />Road from Eubanks Road to New Jericho Road; and serving households on <br />other side streets off these main roads (including but not limited to, Purefoy <br />Drive, Rusch Road, Priscilla Lane, Sandberg Lane, Meadow Run Court, Manor <br />Drive, Manor Court, and Blackwood Mountain Road. <br />These improvements should be provided by the completion of the 2003 -2004 <br />fiscal year. The costs of providing these improvements should be paid for by <br />landfill funds to the extent allowed by North Carolina law. The remaining costs of <br />these improvements should be divided among the owners of the Orange <br />Regional Landfill on the same basis as their ownership (i.e., Orange County <br />43 %, Town of Chapel Hill 43 %, Town of Carrboro 14 %). <br />The Working Group recommends that the Town of Chapel Hill act as the <br />coordinating agency in carrying out these improvements. <br />Ba���cound .� p <br />At the Assembly of Governments meeting of October 22, 1997, there was <br />general agreement that the extension of sewer lines should not be pursued. <br />Information regarding the extension of water lines was presented to the BOCC at <br />its meeting of January 20, 1998. The information presented included: <br />• assessment of leachate migration patterns, developed by a hydrogeology <br />firm; <br />• analysis by the County Engineer of strategies to ascertain potential impact of <br />leachate on groundwater; <br />• comparison of well testing results for wells located in proximity to the landfill <br />with those from other parts of the County, developed by the Environmental <br />Health Division of the Orange County Health Department; <br />• options and estimated costs for additional well testing, developed by the <br />County Engineer; <br />• estimated cost for installation of proposed water line extensions to landfill <br />area; <br />• associated financial impact on LOG member communities; and, <br />1 2/6/98 <br />
