C. MINUTES <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Halkiotis to approve the minutes for the May 4 meeting as circulated. <br />VOTE: UNANIMOUS. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Halkiotis to approve the minutes for the May 19 meeting as circulated. <br />VOTE: UNANIMOUS. <br />Motion was made by Chair Marshall, seconded by Commissioner Carey to <br />approve the minutes for the August 18 meeting as corrected. <br />VOTE: UNANIMOUS. <br />PUBLIC CHARGE <br />The Public Charge was read by Chair Marshall. <br />PUBLIC HEARING AND DECISION <br />1. HODS NG DEMONSTRATION GRANT APPLICATION <br />Tara Fikes presented for the receipt of comments from the public <br />the proposed FY 1987 Housing Demonstration Grant Application. The Housing <br />and Community Development Department designed a housing program in <br />conjunction with the Orange County Habitat for Humanity and the znter- <br />Faith Council. <br />Jeffrey Levine from the Habitat for Humanity described the pro- <br />ject and explained that there will be four single family houses built. He <br />presented slides which demonstrated the kind of construction that would <br />take place. <br />THERE BEING NO CITIZEN COMMENTS, THE PUBLIC HEARING WAS CLOSED. <br />Motion was made b <br />sinner Halkiotis to approve <br />(1) Authorize the <br />Demonstration <br />submission of <br />to sign, and <br />y Commissioner Willhoit, seconded by Commis- <br />the Manager's recommendation to: <br />proposed project activities in the Housing J <br />Program, adopt a Resolution authorizing the <br />the grant application, and authorize the Chair <br />(2) Approve the local contribution of $22,140 and authorize the <br />Chair to sign a letter of commitment to NRCD on behalf of the <br />Board. <br />VOTE: UNANIMOUS. <br />2. MORIAH HILL ROAD AND TIMBERLY DRIVE - PRELIMINARY ASSESSMENT <br />RESOLUTION (Continuation of public hearing from August 18, 1987) <br />(Copies of the Final Assessment Resolution and the Certificate of Mailing <br />are on pages ~l04E- ~~~ L. of these minutes. ) <br />Planner Greg Szymik presented for public comments the Preliminary <br />Assessment Resolution as approved by the Board on August 3, 1987. The <br />Moriah Hill Road and Timberly Drive PPP project was accepted as a project <br />by the Board of Commissioners on April ].6, 1985. <br />The Public Hearing was continued because of a concern about the <br />validity of the signatures on the petition for the paving of these roads. <br />The staff contacted various property owners who have communicated their <br />wish to continue the project and indicated their signatures on the <br />petition are unconditional. <br />CAROLINE LONG stated that the neighborhood has agreed with those <br />who have signed the petition and who represent 75~ of the property owners. <br />ated he was hired to form a neighborhood association and that the <br />neighborhood has agreed on the paving of the road. <br />Motion was made by Commissioner Willhoit, seconded by Commis- <br />sioner Carey to (].) adopt the final assessment resolution for Moriah Hill <br />
