<br />Commissioner Willhoit stated that the district tax needs to,-~be~-} <br />increased by one cent to fund what the Chapel Hill school administration <br />has proposed. Commissioner Carey pointed out that money will be freed up <br />by the removal of the internal caps and this money would be available for <br />the schools to use for whatever the school systems desire. <br />After considerable discussion, the Board agreed on the figures <br />for the schools as proposed by Commissioner Carey. <br />Discussion ensued on the mark-up list as presented by <br />Commissioner Willhoit and the list of items discussed in previous work <br />sessions. Commissioner Hartwell stated his main criticism is that several <br />small ticket items are not included and that these items make a <br />substantial difference in the quality of the job being performed. He <br />suggested that these small items be adequately funded before allocating <br />money for new programs. These small ticket items should be included <br />because they will not make any impact on the tax rate but will make a big <br />impact on whether a program runs or not. <br />The Board's mark-up list included the following items: <br />Hazardous materials team <br />OPC Mental Health Crisis Program <br />Dept. on Aging <br />Non-emergency transport (net) <br />DSS - Friends of Black Children (.net) <br />Register of Deeds (net) <br />Data Processing <br />Planning consultant-Rural Buffer Design Study <br />Child Support Enforcement <br />Animal Protection Society, shelter operations <br />Livestock Market, Land Purchase Option - placed <br />on the first year CIP <br />Agriculture Extension <br />Social Services-Accounting Technician <br />Recreation and Parks <br />Register of Deeds <br />Jail Renovations <br />Tennis Court Resurfacing <br />Lake Orange Fence <br />Recreation -- Arts Commission P/T personnel <br />H.
