2 <br />RECOMMENDATION: The Manager recommends that the Board award a bid to O.C. <br />Mitchell Jr., Inc. in an amount not to exceed $806,562 with $780,000 funded through <br />private placement and $26,340 funded through an appropriation from unbudgeted sales <br />tax receipts for 1996-97; and authorize the Chair to sign a construction contract, <br />contingent upon Attorney and Staff review, on behalf of the Board. <br />
