initial grant application for substance abuse services to include the establishment of a day reporting <br />center (DRC). <br />The DRC is developed under the Criminal Justice Partnership Act to assist in the rehabilitation of <br />non-violent offenders in Orange and Chatham Counties. The goals of the DRC are to: (1) enhance <br />probation services in assisting persons sentenced to intermediate sanctions; (2) assist offenders in <br />obtaining appropriate substance abuse treatment and other needed services; and (3) direct clients <br />through cognitive behavioral restructuring (an in depth approach to rehabilitation). <br />The proposed center will feature four services in one central location. These services will include: <br />(1) drug and alcohol screening, assessment and treatment; (2) employment through the Employment <br />Security Commission; (3) a licensed Literacy and GED program, through Durham Technical <br />Community College; and (4) life skills and budgeting classes. <br />The DRC program is designed to cause the offender to appear either daily or on an "as needed" basis <br />until he or she has fulfilled the requirements ordered by the court. <br />Joyce Kuhn, Executive Director for Orange-Chatham Alternative Sentencing, will be available to <br />discuss program operations of either program. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the contracts, <br />contingent upon staff review, and authorize the chair to sign. <br />
