2 <br />(3) The 1997 General Assembly authorized $1,000,000 in general purpose funding for senior <br />centers. The 148 senior centers across the State receive equal allotments. Each of Orange <br />County's four senior centers receives $6,757 for a total of $27,028. Plans include replacing <br />older equipment and furniture at each center. The required 10% local match of $2,703 is <br />currently available in the Community Based Services budget (see block #3, page 3). <br />Health Department <br />(4) The Orange County Health Depaztment has received additional Smart Start funds from the <br />Orange County Partnership for Young Children for the dental screening program. These <br />funds, totaling $26,518 will provide screening and education to over 2,000 children ages 0-5. <br />The Health Department will subcontract with the School of Dentistry to provide the services. <br />Dental hygiene students and dental faculty aze to provide the services between October 1, <br />1997 and December 1, 1998. The attached grant project ordinance, Smart Start Grant <br />Project Ordinance, appropriates the additional monies (see page S of this abstract). <br />Cooperative Extension <br />(5) The Orange County Cooperative Extension 4-H Programs provides a middle school <br />enrichment camp during the summer. Initially funded in 1996 through a grant from N.C. <br />State University, the program also receives funding support from the Orange County <br />Schools and from fees chazged to participants. Both McDougle and Stanford Middle Schools <br />provide in-kind physical structure contributions. Recently, the Orange County Schools <br />provided an additional $5,000 contribution to the program. These funds will provide <br />summer camperships to help youths that would not otherwise have the opportunity for <br />summer enrichment. The attached Middle School Enrichment Camp Grant Project <br />Ordinance provides for the receipt of these additional funds (see page 6 of this abstract). <br />Southern Human Services Center Capital Project <br />(6) On February 3, 1998, the Board of County Commissioners approved an appropriation of <br />$12,000 from the County Capital Fund Fund Balance to cover the cost of a change order for <br />the Southern Human Services Center. This change order covers costs associated with <br />mitigation of unsuitable soils related to the left turn lane into the Center. The attached <br />budget amendment (see block 6, page 3 of this abstract) and the accompanying Southern <br />Human Services Capital Project Ordinance provide for this appropriation. <br />RECOMMENDATION(S): The Manager recommends that the Board of Commissioners <br />approved the attached budget ordinance amendment and grant and capital project ordinances. <br />
