Request (Attachment 7) <br />John Link explained that both towns have items they want on the jpa ph and also OWASA has an item they <br />want on the JPA. <br />Joan said that from OWASA's point of view, this issue has been batted back and forth a considerable <br />amount of time. It is their wish that they feel some sort of urgency for this to be placed on the JPA ph <br />agenda. They would like to have some closureto this matter prior to Oct of 1998. <br />Chair Margaret Brown suggested that the Chapel Hill representative talk with their council to seeiftheir <br />item could be delayed. <br />Mr. Epting said that this has taken so long that Mr. Danzinger hasindicated that the contract should be nuld <br />and void becauseof the time it has taken. <br />2. Cane Creek -- Zoning policy for the protection of the watershed. The ph will be in August. <br />Pat Davis said that the official proposal went beforethe governing board in 1991. OWASA is getting ready <br />to entertain proposals to do an integrated plan for OWASA. We need to get some resolution. <br />D. OWASA Assessment Policy and Service Availability Fees. The documents lays out legal constraints, etc. The OWASA Board will look <br />at their assessment policy and look at the constrainsts withan effort tomake sewering areas more affordable. <br />Bob Epting gave background information on the formation of the OWASA Board of Directors and athe <br />rules they acquired OWASA. He suggested that the County may want to meet with the Towns and the <br />University. They are not able to legally pay a significant portion of runing water and sewer because of this <br />contract. <br />
