Calvin Horton, Town Manager SUBJECT: Update on the Northwest Small Area Plan DATE: September 9,1996 We provide the following information to update the Council on the status of the proposed Northwest Small Area Plan. On August 26, 1996, the Council asked for an update before the September 30, 1996 Assembly of Governments Meeting. We note that because the majority of the Northwest Small Area is in the Joint Planning Area, joint action is needed by Chapel Elill, Cxrboro and Orange County in order to adopt a new land use plan for this area. On October 11, 1995, the Chapel EM Town Council, the Cxrboro Board of Mamen and the Osage County Board of Coazmissioners jointly criscu the Plan and decided that it should be put on bold for six months until the Iamdfill Owners Group 1 P L- n annended a new landfill site and then made recommendations on the firture use of the Greene tract The attached resolution would request the the Landfill Owners Group nuke a recommendation regarding the future use of the Greene tract by January 1, 1997, permitting the Council to request that the Northwest Small Area Plan be considered at an April, 1997 Joint Planning Area Public Hearing. The Small Area Plan for the Northwest Area represents a long range plan for the preservation and development of the land Senaally south of Interstate 40, inducting a strip of land north of Weaver Dairy Road, the land wen of Airport Road (N C. 90, and the land north of the University of North CaroWs Ekwace Williams tract and Homestead Road. The study area is genenmy bounded to the win by Rogers Road and the Rural Buffer (please see attached MAP 1-3). Apprommateltaiw4hird ofthe study am is within the Town of Chapel Hill's corporate limits.
