2 <br />Memorandum <br />To: Orange County Commissioners <br />From: Orange County Dispute Settlement Center <br />Date: February 17,1998 <br />Re: Request for the FY98 funding of $13,450 for mediation and <br />youth training services for Orange County citizens <br />The Dispute Settlement Center runs four programs: <br />* Mediation * Training * Youth * Public Disputes <br />Each program charges fees for some services; this is necessary for the <br />budget and in fact encouraged by fenders. The Center is committed to being <br />available to all Orange County citizens without regard to ability to pay. We <br />raise other money (government grants, contributions, United Way, etc.} so <br />that we can remain accessible. <br />The Public Disputes and Training Programs are largely supported by training <br />and consulting fees. These programs have a fee scale which distinguishes <br />clients this way: <br />* Orange County nonprofits <br />* Orange County government units <br />* for-profit businesses <br />* entities outside Orange County <br />For example, the howly fee for the Town of Carrboro would be the same as <br />for the Town of Chapel Hill, or Orange County, but less than for a business. <br />Our request: t© the County for FY98 supports our 1) interpersonal mediation <br />program in which free or sliding scale mediations are available to 1100 <br />Orange County citizens in an average year; and 2) support for our Youth <br />Program which provides conflict resolution, anger management and peer <br />mediation training in both school systems at all grade levels, as well as <br />services at community youth centers. <br />~Ve respectfully request the release of the funding recommended last spring <br />by the County Manager. <br />
