The soils have been evaluated by the Orange County Health Department. Suitable <br />sites for subsurface sewage disposal were found on each lot proposed on the <br />Preliminary Plan. Each lot will have an individual well and septic system. <br />Dry Run has features of the conservation option and the cluster option for Flexible <br />Development. Ten (10) new residential lots are proposed that average 1.3 acres in <br />size. A minimum of 33% open space is required. A total of 6.36 acres (36.6 %) <br />open space is proposed in the form of common area (4.38 acres) and buffers on <br />individual lots adjacent to the stream (1.98 acres). A deed for the common area <br />and restrictive covenants have been submitted to reserve the open space and <br />describe use restrictions and maintenance provisions. <br />The applicant proposes to extend Dry Run Drive from an existing 50 -foot private <br />right -of -way to provide access to Kenion Road. The developer's private road <br />justification and the Planning Staff's evaluation are included in the attachments. <br />The Class A private road is justified by the protection of open space, larger <br />setbacks, and the site's location in a protected watershed. <br />On February 4, 1998, the Planning Board unanimously recommended approval of <br />the Preliminary Plan for Dry Run Subdivision subject to the conditions contained <br />in the attached Resolution of Approval. <br />RECOMMENDATION: The Administration recommends approval of the Preliminary Plan for Dry Run <br />Subdivision per the Planning Board recommendation. <br />
