Preliminary Plans <br />(1) Dry Run Subdivision <br />(Hillsborough Township - 10 Lots) <br />Presentation by Emily Cameron. <br />The property is located in the northwest comer of Hillsborough Township <br />600 feet south of Kenyan Road (SR 1335), 900 feet west of NC Highway <br />86 North. The current zoning is Agricultural Residential and Upper Eno <br />Protected Watershed. <br />The total acreage of the tract is 17.40 acres. The property is wooded with a <br />mixture of pines and hardwoods. Moderate slopes end at Dry Run, an <br />intermittent stream flowing southwest approximately two and a half miles <br />to join the Eno River. Most of the slopes over fifteen percent are found <br />adjacent to the stream and are protected by the required stream buffer. <br />Rock outcrops are also located in a portion of the stream buffer on the south <br />side of the stream. <br />The soils have been evaluated by the Orange County Health Department. <br />Suitable sites for subsurface sewage disposal were found on each lot <br />proposed on the Preliminary Plan. Each lot will have an individual well <br />and septic system. <br />Dry Run has features of the conservation option and the cluster option for <br />Flexible Development. Ten (10) new residential lots are proposed that <br />average 1.3 acres in size. A minimum of 33% open space is required. A <br />total of 6.36 acres (36.6 %) open space is proposed in the form of common <br />area (4.38 acres) and buffers on individual lots adjacent to the stream (1.98 <br />acres). A deed for the common area and restrictive covenants have been <br />submitted to reserve the open space and describe use restrictions and <br />maintenance provisions. <br />The applicant proposes to extend Dry Run Drive from an existing 50 -foot <br />private right -of -way to provide access to Kenion Road. The developer's <br />private road justification and the Planning Staffs evaluation are <br />attachments to these minutes on pages . The Class A private road <br />is justified by the protection of open space, larger setbacks, and the site's <br />location in a protected watershed. <br />The Planning Board unanimously approved the Concept Plan for Dry Run <br />on May 7, 1997 with a private road built to Class A standards. Lot lines <br />have been adjusted to obtain Health Department approval and the road has <br />been slightly shifted, otherwise the subdivision layout is the same as <br />approved on the Concept Plan. Cameron noted that there is still a joint <br />driveway for lots 10 and 11. <br />The Planning Staff recommends approval of the Preliminary Plan for Dry <br />Run Subdivision per the Resolution of Approval (an attachment to these <br />minutes on pages ). <br />
