--.=~: <br />_`.L~~, Motion was made by Commissioner Carey, seconded by Commissioner <br />Halkiotis to approve the minutes for the March 24, 1987 regular meeting as <br />corrected. <br />VOTE: UNANIMOUS. <br />Motion was made by Commissioner Halkiotis, seconded by Commissioner ,-~ <br />Carey to approve the minutes for the April 6, 1987 regular meeting as <br />corrected. <br />VOTE: UNANIMOUS. <br />Motion was made by Commissioner Carey, seconded by Commissioner <br />Hartwell to approve the minutes for the May 26, 1987 Quarterly Public <br />Hearing as circulated. <br />VOTE: UNANIMOUS. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner <br />Carey to approve the June 1, 1987 regular meeting and May 26, 1987 <br />Continued Joint Public .Hearing as corrected. <br />VOTE: UNANIMOUS. <br />PUBLIC CHARGE <br />Chair Marshall read the Public Charge. <br />PUBLIC HEARING (Continued) <br />WILDWOOD SUBDZVrSION <br />This public hearing was continued to receive the recommendation of the <br />Town of Hillsborough, receive the County Manager's report on drainage <br />problems and traffic accidents and to hear the concerns of Wildwood <br />homeowners. <br />--Marvin Collins stated that the Hillsborough Town Board considered the <br />rezoning request of James Rae Freeland .and recommended approval of the <br />rezoning to R-3 with the understanding that a cluster development approach <br />would be used to compensate for the terrain. <br />With reference to the drainage problems, the Erosion Control Staff <br />investigated the situation. The problems were identified. The Planning,..,;,-,,;. <br />Director's recommendation is that further plat approvals for existing <br />phases and/or sections of Wildwood Subdivision be withheld until the <br />following items are completed: <br />(1) The developer reimburse the County for the cost of hiring an <br />engineer to do a detailed evaluation of the drainage problems <br />to prepare a stormwater management plan to resolve. those <br />problems, and to implement that plan. <br />(2) The report and plan would be submitted to Orange County for <br />review and submittal to the Board for their approval. It would <br />also be submitted to NCDOT for their review and approval. <br />(3) Installation, by the developer, of all required improvements <br />as shown on the approved stormwater management plan. <br />Collins further recommended that no additional building permits be <br />issued for dwellings in Wildwood Subdivision until the above plans have <br />been prepared and approved, and improvements installed. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Carey to approve. the Planning Director's recommendation. <br />Collins noted the receipt of a letter from Fritz Brunson whereby they <br />have reviewed this particular abstract and are willing to work with the <br />County in developing a plan that would solve the drainage problems. <br />VOTE: UNANIMOUS. <br />Fritz Brunson spoke on behalf of the developer. He stated that the <br />developer is willing to work with NCDOT to get the streets accepted and to <br />work with the Planning Board to resolve the drainage problems that exist. <br />Commissioner Willhoit expressed a concern about the pump station _-,; <br />at Wilmore and questioned the capacity of that pump station stating that <br />i.t is contrary to decisions already made if the Board continues to approve <br />projects that overload the pump stations which makes it unable to serve <br />
