Kittrell, Assistant County Manager <br />TELEPHONE NUMBERS: - -ext. 2300 <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 227-2031 <br />PURPOSE: To consider a request from the YMCA to contribute funds to their capital campaign. <br />BACKGROUND: On December 1, 1997 the Board received a report from the YMCA requesting a <br />$50,000 Capital Campaign Challenge Grant from the County. The Board asked the Manager to <br />review the request. <br />The YMCA has submitted correspondence distinguishing the public benefit of the campaign. <br />County funds and other campaign funds will assist YMCA expand the existing building to include a <br />Child Care Center and a Youth Center. There would be no membership requirement for the child <br />care facility and youth programming services for middle school and high school age young people. <br />The County Attorney acknowledges the public benefit of a County contribution to the YMCA <br />Capital Campaign, but suggests that any allocation of funding to the YMCA should include a <br />performance agreement ensuring County funds will be used for a public purpose. A draft <br />performance agreement, which includes cooperation with Youth Voices of Orange County (the <br />County Youth Council), is attached. <br />The County has contributed to similar capital campaigns in the past. The Arts Center, Triangle <br />Hospice and the Dickson House are private nonprofit capital projects which received County <br />funding. Funds were budgeted allocated over several years. <br />
