Past practice has been to <br />schedule two JPA hearings per year, one in the spring and the other in the fall. <br />On March 4, 1998, Planning Staff presented a report on items proposed for the April 8 <br />JPA Public Hearing. Board guidance in scheduling was requested due to the number, as <br />well as the complexity of some of the items. In presenting the report, Planning Staff <br />incorrectly interpreted the intent of the Chapel Hill Town Council with regard to the <br />Chapel Hill Northwest Small Area Plan. Staff reported that "...it is recommended that <br />consideration of the Northwest Small Area Plan go forward and that no action be taken <br />on those parts of the plan which pertain to the Greene Tract." This was a <br />recommendation to the Council by the Landfill Owners Group. The Chapel Town <br />Council has not taken a position on the recommendation. The Council asked that the <br />Northwest Small Area Plan be considered with the Carrboro Small Area Plan. This <br />approach would allow public comment on recommendations for the Greene Tract as well <br />as other features of the plans. <br />
