GLEDHILL <br />RE: Legislative Issues 1997 Legislative Session - Short <br />Session <br />Dear Board Members: <br />Enclosed is a copy of the 1997 Legislative Session <br />adjournment resolution of the General Assembly establishing the <br />commencement of the so-called Short Session on May 11, 1998. <br />This resolution also establishes the ground rules for <br />consideration of legislation during the Short Session. There <br />will be a legislative briefing on April 22 sponsored by the North <br />Carolina County Commissioners Association. That briefing is <br />designed to provide insight as to what to expect in the form of <br />budget and other Statewide initiatives during the Short Session <br />that could impact Orange County. With respect to local <br />legislative initiatives, Section 1(4') of the adjournment <br />resolution provides the guidelines. <br />In brief, local bills must be submitted to "Bill Drafting" <br />on or berore Wednesday, MaY• 20, 1998 (Note that the resolution <br />says 1996. This is a clerical error.). And, any bill sent to <br />bill drafting must be accompanied by a certificate signed by the <br />principal sponsor stating that no public hearing is required and <br />that the bill is noncontroversial. The bill also must be <br />approved for introduction by each member of r_he House of <br />Representatives and Senate whose district includzs the area to <br />which the bill applies. The public hearing referred to in that <br />bill is one that would be conducted by committee of the <br />legislature. As you know, the members of the Senate and the <br />House of Representatives serving Orange County include Senators <br />
