One scenario is that the County assume overall <br />solid waste management responsibility. The Board may wish to discuss further at this work session <br />some of the parameters under which the County would be willing to assume that responsibility. A <br />framework for such discussion is suggested below: <br />A. Financing of Solid Waste Operations <br />The Board may wish to discuss, and confirm or amend, a number of assumptions and <br />suggestions that have been made regarding the financing of future solid waste operations: <br />Each local government will maintain responsibility for the operation and financing of solid <br />waste collection within its own jurisdiction <br />
