2 <br />CET to provide training services for at least 27 Work First participants. It is anticipated that <br />70% of these participants will receive employment of at least 30 hours per week. There is no <br />local match for the receipt of these funds. (see block #3, page 3) <br />(4) The Department of Social Services conducts home studies for adoptive families and court <br />ordered custody cases. Recent General Assembly action authorizes the Department to charge a <br />fee, on a sliding scale, to families whose income is above 200% of the federal poverty level. <br />Fees are also charged to attorneys who request home studies. The Department estimates that <br />this action will result in collections of $10,000. This amendment budgets the funds, which will <br />purchase psychological services for children with emotional or special needs. (see block #4, <br />page 3) <br />Health Department <br />(5) The Environmental Health division of the Health Department receives performance-based <br />incentive monies from the State. These fiznds are computed based on Orange County's <br />compliance with mandated inspections of food and lodging establishments. Orange County's <br />overall rate for 1996-97 was 99%. As a result, the County receives an additional allocation of <br />$4,386 from the State.. (see block #S, page 3) <br />Contributions to Outside Agencies <br />(6) During the 1997-98 budget process, the Board of Commissioners delayed funding for the <br />Dispute Settlement Center. At the March 4, 1998 meeting, the Board received a report from <br />this outside agencies and subsequently approved funding for the agency at $13,450. This <br />amendment transfers this amount money from the Miscellaneous function where it was reserved <br />to the Contributions to Outside Agencies function. (see block #6, page 3). <br />Criminal Justice Partnership Program Discretionary Grant <br />(7) At its February 17, 1998 meeting, the Board of County Commissioners accepted a Criminal <br />Justice Partnership Program (CJPP) grant from the North Carolina Department of Corrections. <br />This $245,880 grant provides fund to assist in the construction of a men's halfway house <br />project; contract for long-term residential treatment services; and program evaluation. The <br />attached Criminal Justice Partnership Program Discretionary Grant Grant Project Ordinance <br />provides for the receipt of these funds. <br />RECOMMENDATION(S): The Manager recommends that the Board of Commissioners approve <br />the attached budget amendments and grant project ordinances as presented. <br />
