The <br />purpose of this program is to identify, investigate, and collect food stamp over payments. <br />Initially, each county receives $25,000 from the State to implement the program. As the <br />program develops, the department anticipates receiving additional monies from the federal <br />government to pay program costs. In addition, as overpayments are collected, the County will <br />receive one-third of those collections. The Department plans to use this year's payment to hire <br />a temporary employee, purchase equipment needed to support the program efforts and automate <br />the collection and reporting process. (see block #1, page 3) <br />(2) The Department of Social Services has received a Parent Education grant from the Orange <br />County Partnership for Young Children. These funds, totaling $7,498, will enable the <br />department to develop and implement parent education classes focused on developmental needs <br />of children ages 0-5. The attached Smart Start Grant Project Ordinance appropriates the <br />monies to the program. <br />(3) Orange County has received funds totaling $161,955 from the State. These funds will purchase <br />vocational skills and transportation costs for Work First participants at the Center for <br />Employment Training (CET) in Reseazch Triangle Park.
