BACKGROUND: Historically, there has existed disparity between the rate of pay for employees, predicated upon their respective genders. The 1991 amendment to the 1964 Civil Rights Act, in recognition of this fact, established the Glass Ceiling Commission to conduct a study and prepaze recommendations concerning the elimination of artificial bazriers to the advancement of women and to create opportunities to foster their advancement to management and decisiohmaking positions in business. Traditionally, a day has been set aside to focus national attention to these issues. This yeaz, the date established was April 3rd and the name for the occasion has been changed from Women's Equity Day to Equal Pay Day. RECOMMENDATION(S): The Manager recommends that the Board approve the proposed proclamation and authorize the Chair to sign it.
