r <br /> Greg Szymik indicated the property is located in the Town of <br /> Hillsborough on Dathene Drive. Three lots are proposed out of a 1. 24 <br /> acre tract. The property is zoned R-10 by the Hillsborough Zoning <br /> Ordinance. He stated that the tract is severely limited by a branch that <br /> runs through the middle of the tract and by poor soil conditions. The <br /> site has poor infiltration and absorption conditions. The Stormwater <br /> Management Plan has been denied by the Orange County Erosion Control <br /> Officer. The Planning Board recommended denial. <br /> Motion was made by Commissioner Willhoit, seconded by <br /> Commissioner Carey to deny the Preliminary Plan for Dathene Terrace <br /> because a satisfactory Stormwater Management Plan, as required by the <br /> Subdivision Regulations, was not developed and approved. <br /> After further discussion and input from Fritz Brunson, <br /> representing the developer, Commissioner Willhoit withdrew his motion and <br /> Commissioner Carey withdrew his second. <br /> Motion was made by Commissioner Willhoit, seconded by <br /> Commissioner Carey to refer this Preliminary Plan back to the Planning <br /> Board for further consideration. <br /> NO VOTE WAS TAKEN. <br /> Motion was made by Commissioner Halkiotis, seconded by <br /> Commissioner Carey to deny the Preliminary Plan as recommended by the <br /> Planning Board. <br /> VOTE: UNANIMOUS. <br /> 5. ESODERRICK SUBDIVISION - PRELIMINARY PLAN <br /> Greg Szymik presented for approval the Preliminary Plan for <br /> Esoderrick Subdivision located in Cedar Grove Township on the northeast <br /> side of Quiet Acres Drive. Two lots are proposed out of 10. 49 acres. The <br /> Land Use Plan designates this area as Rural Residential. The Planning <br /> Board recommended approval. <br /> Motion was made by Commissioner Carey, seconded by Commissioner <br /> Hartwell to approve the Preliminary Plat. <br /> VOTE: UNANIMOUS. <br /> 6. ELM GROVE - PRELIMINARY <br /> Greg Szymik presented for approval the Preliminary Plan for Elm <br /> Grove. The property is located in Chapel Hill Township on the north side <br /> of New Hope Church Road (SR 1723) . Five lots are proposed out of 10. 53 <br /> acres. An Orange County "class B" private road will be constructed and <br /> will provide access to all subdivision lots. The property is zoned RB <br /> (Rural Buffer) and the Land Use Plan designation is RB. The Planning <br /> Board recommended approval with three conditions. <br /> Motion was made by Commissioner Hartwell, seconded by <br /> Commissioner Carey to approve the Preliminary Plat with three conditions <br /> as stated below: <br /> 1. Provide a notation on the plat restricting access of lots <br /> 1 and 5 to the private road; <br /> 2 . Indicate the property owner at the western boundary line; <br /> and <br /> 3 . Payment in lieu of dedication ($693) to Orange County. <br /> VOTE: UNANIMOUS. <br /> 7 .
