To pZ-eserve the status <br />quo pending the consideration of a land use ordinance <br />amendment designed t.o address exigent circum;;tances or <br />the results of .i study, Orange County may propose the <br />adoption of a development moratorium pending <br />consideration of the ordinance amendment. Any proposed <br />moratorium shall not be eff®ctive until adopted by <br />Orange County following a public hearing conducted by <br />Orange County.
