~• <br />road construction in the mountains and coastal areas of North Carolif~a <br />and <br />WHEREAS, the cost of constructing and paving a mile of road is not <br />uniform throughout the state but varies depending on location, topography <br />and soil type. <br />NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of County <br />Commissioners calls on the North Carolina General Assembly to provide a <br />cost equalization fund of to million dollars to be disbursed to 37 <br />counties with higher than average per mile cost of road construction with <br />the funding for each of the 37 counties to be determined by dividing the <br />total unpaved mileage of each of the 37 counties by the total unpaved <br />mileage of all 37 counties, this being the same formula used for <br />disbursing current Secondary Road funds. <br />FURTHER, BE IT RESOLVED that copies of this resolution be forwarded <br />to the appropriate State and federal officials. <br />Adopted this 24th day of February, 1987. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Halkiotis to adopt the resolution, authorize the Chair to sign, and to <br />notify State Representatives of support for proposed legislation. <br />VOTE: UNANIMOUS. <br />REPORTS - DELETED (Modular Construction) <br />F. ITEMS FOR DECISION - CONSENT AGENDA <br />The County Manager recommended the fallowing action by the Board: <br />1. NORTHERN FAIRVIEW CONTRACTS <br />To approve the contract for construction of Fairview Community <br />Park to Laramore Construction Company, Inc., Danville, Virginia for a sum <br />of $104,990 and authorize the Chair to sign. <br />2. OLD COURTHOUSE CHANGE ORDER <br />To approve two change orders for Durham Construction Company and <br />Adams and Tilley Electric Company in the amount of $3,340.16 and <br />authorize the Chair to sign. <br />3. GSA EXPANSION FUNDS <br />To authorize the Chair to sign the CBA Expansion Fund Program <br />agreements that were approved by the Board on December 16, 1986. <br />4. BUDGET AMENDMENTS <br />To approve amending the 1986-87 Budget Ordinance by the following <br />change: <br />GENERAL FUND- <br />Appropriation - Social Services $ 45,000 <br />Source - Income Maint - AFDC-EA $ 45,000 <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Hartwell to approve all the items an the Consent Agenda. <br />VOTE: UNANIMOUS. <br />G. ITEMS FOR DECISION - REGULAR AGENDA <br />1. LEGAL SERVICES CONTRACT - DEPARTMENT OF SOCIAL SERVICES <br />Motion was made by Commissioner Carey, seconded by Commissioner <br />Hartwell to approve the legal services contract with Northen, Blue, <br />Little,, Rooks, Thibaut, & Anderson for the period July ~., 1986 through <br />June 30, 1987 and authorize the Chair to sign. <br />VOTE: UNANIMOUS. <br />2. SPRING CREST MEADOWS - PHASE III - PRELIMINARY PLAN <br />The presentation was made by Greg Szymik. The property is <br />located in Little River Township on the north side of Pearson Road (SR <br />1544). Eight lots are proposed out of 10.62 acres.
