AUDIENCE COMMENTS <br />None. <br />C. MINUTES <br />Motion was made by Commissioner Carey, seconded by Commissioner <br />Halkiotis to approve the minutes for January 20 as corrected. <br />VOTE: UNANIMOUS. <br />Motion was made by .Commissioner Willhoit, seconded by Commissioner <br />Carey to approve the minutes for February 2, 1987 as corrected. <br />VOTE: UNANIMOUS. <br />PUBLIC CHARGE <br />Chair Shirley Marshall read the Public Charge as approved by the <br />Soard and as written in the Rules and Regulations of said Board. <br />PUBLIC HEARING - IMPACT FEES <br />Attorney Geoffrey Gledhill made the presentation. He explained that <br />the proposed legislation would establish impact fees to cover the <br />acquisition of open space and greenways, capital improvements to public <br />streets, schools, bridges, sidewalks, bikeways, on and off street surface <br />water drainage ditches, pipes, culverts, other drainage facilities, water <br />and sewer facilities and public recreation facilities. Impact fees <br />received by the County shall be deposited in a capital improvements <br />reserve fund or funds established under Chapter 159 of the General <br />Statutes, Article 3, Part 2. An impact fee ordinance shall make provision <br />for credits against required fees when a developer installs improvements <br />of a type that generally would be paid for by the County out of a capital <br />reserve account funded by impact fees. The legislation would provide an <br />appeals procedure for any person aggrieved by a decision regarding an <br />impact fee. <br />There were no questions or comments from the Bcard. <br />PUBLIC COMMENTS <br />..Planning Soard Chair Barry Jacobs reiterated that last year when <br />impact fee legislation was discussed the Planning Board passed a <br />resolution which endorsed the proposed enabling legislation. He would <br />like to again on behalf of the Planning Board endorse this proposal. He <br />further stated that accepting impact fees and requiring developers to pay <br />for public improvements of private ventures is keeping with the <br />conservative view of the expenditure of public money. <br />WITH NO .FURTHER COMMENTS, THE PULBIC HEARING WAS CLOSED. <br />D.
