°~' ~ ~1 <br />~~~- . <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />FEBRUARY 24, 1987 <br />,~ . 1 <br />The Orange County Board of Commissioners met in regular session on <br />February 24, 1987 at 8:30 p.m. in the Courtroom of the old Courthouse, <br />Hillsborough, North Carolina. This meeting was originally scheduled for <br />February 17, 1987 but postponed because of inclement weather. <br />BOARD MEMBERS PRESENT: Chair Shirley E. <br />Moses Carey, Jr., Stephen Halkiotis, John Hart <br />ATTORNEY PRESENT: Geoffrey Gledhill. <br />STAFF PRESENT: County Manager Kenneth R. <br />Managers Albert Kittrell and William T. Laws, <br />A. Blythe, Planning Director Marvin Collins, <br />and Greg Szymik. <br />Marshall and Commissioners <br />well and Don Willhoit. <br />Thompson, Assistant County <br />Clerk to the Board Beverly <br />and Planners Emily Crudup <br />A. BOARD COMMENTS <br />1. Chair Marshall announced that the Town of Hillsborough will hold <br />a public hearing on Thursday, February 26 in Superior Courtroom on their <br />thoroughfare plan. <br />2. Chair Marshall requested that comments on the budget manual <br />calendar be placed on the March 2 agenda. <br />3. Commissioner Hartwell made reference to a letter from Secretary <br />Kirk of the North Carolina .Department of Human Resources to the Social <br />Services Directors about simplification of some of the social services <br />procedures. He expressed concern about the number of forms a client must <br />complete for eligibility. The State may, under the federal guidelines, <br />request a waiver to simplify the paperwork but does not seem inclined to <br />do so. <br />4. Commissioner Halkiotis gave a Livestock Market update. He <br />presented four facts: (1) the Orange County Livestock Market will cease <br />to operate under the direction of Gold Kist, Inc. as of 6/30/87, (2) the <br />closing of the Orange County Livestock Market will have an impact on the <br />economy of orange County as several million dollars of transactions will <br />also cease, (3) Carolantic Realty, Inc. through Jim Anthony has offered <br />to lease the present facility for an additional 12 months beyond 6/30/87 <br />to any interested party for a fixed fee and (4)- <br />the Orange County Beard of Commissioners care about this facility and its <br />economic impact on all of Orange County. He stated that he (and any <br />other Commissioner(s)) is willing to direct a small committee of county <br />staff (Agricultural Extension, Planning Department/Board, Economic <br />Development Commission, County Manager or designee, and others as <br />appropriate) and representatives from the Orange County Cattlemen's <br />Association to look at two separate issues and report back to the Board <br />of Commissioners. <br />ISSUE #1: To study the feasibility of a possible extension of the <br />livestock market at its present location pursuant to the <br />offer made by Jim Anthony of Carolantic Realty. Report back <br />to the Board of Commissioners by March 24, 1987. <br />ISSUE #2: To study the feasibility of a joint public/private venture <br />for the creation of an Agricultural/Rural Education Center <br />(a multi-purpose facility) in Orange County that would <br />provide a livestock sale site as just one of many possible <br />uses by all citizens of Orange County. A report would be <br />presented to the Hoard of Commissioners by May 19, 1987. <br />
