Article 7.20 PD-MHP Planned Development Mobile Home Park <br />District <br />The presentation was made by Marvin Collins. <br />New mobile home parks must be approved as planned developments ~~`~°; <br />and require the issuance of a special use permit prior to construction. <br />Article 7.20 of the Zoning Ordinance contains design standards <br />applicable to such parks. The standards were adopted March 18, 1986. <br />Since November 3, 1986, the Planning Board Ordinance Review <br />Committee has been working with mobile home park owner/operators in <br />reviewing the design standards. The proposed revisions represent <br />changes to Article 7.20 as applicable to new .mobile home parks. <br />Approval of the amendment would allow more flexibility in the <br />design of mobile home parks while addressing public health and safety <br />concerns. <br />The proposed standards provide for: smaller mobile home <br />spaces; foundation enclosures of uniform design; unit access per State <br />Building Code standards; flexible setback standards; street design <br />standards; unit/street numbering as well as traffic control signs; <br />properly maintained grounds; recreation areas; and landscaping limited <br />to buffer standards and dumpster screening. <br />One owner/operator had expressed concern with the sign size <br />"advertising mobile home parks - 16 sq. ft. vs. 32 sq. ft. Another <br />concern was the size of the mobile home park. The standards approved <br />last year set a minimum of ten acres and a maximum of twenty-five acres. <br />The North Carolina Manufactured Housing Board has indicated they would <br />not like to see a maximum size set for mobile home parks. The Ordinance <br />Review Committee would like for the Low and Moderate Income Task Force <br />to set the maximum size. Collins indicated the Task Force has not yet <br />addressed this issue. <br />Jacobs made reference to the skirting requirement noting that <br />it was the recommendation of the Ordinance Review Committee that a time <br />limit of 90 days be set for installation and that the skirting be of a <br />solid nature. <br />Commissioner Hartwell inquired whether the reduction of lot <br />size would have any effect on the recreation space that must be <br />provided. Collins responded that the controlling factor was the <br />underlying zoning which set the density. <br />Commissioner Carey questioned the statement that each time a <br />mobile home is replaced, patios and decks would have to be shifted. <br />Collins explained that this regulation would allow the latitude for the <br />shifting of entranceways to accommodate the varying sizes of mobile <br />homes. <br />Sharlene Pilkey inquired about the reason far decreasing the <br />lot size for a mobile home from 10,000 sq. ft. to 5,000 sq. ft. Collins <br />responded that the existing ordinance set a ceiling of four units per <br />acre in a mobile home park. Rather than use the individual lot size to <br />control the density, the decision was to made to allow the zoning <br />district to control.
